Marry and procreate at a mature age, in other words, is to require people not to marry in a young age, in order to make there are fewer people in China in the future. In theory, if the people in China get married and procreate in their 20-year-old, after 100 years, there will be 5 generations in China because 100 divided by 20 equals 5. Similarly, if the people in China get married and procreate in their 25-year-old, there will be only 4 generations in China, so the people must be less if people can get married at an older age.

The marriageable age in China is older, when compared to most of the other countries. Boys and girls can fall in love with each other when they are young; however, if they want to get married, the boy must have an age older than 22 and the girl should be at least 20 years old. And only if the boy has an age older than 25 and the girl has an age more than 23 that they can be regard as "Marry and procreate at a mature age". China encourages the people to marry and procreate at a mature age by giving more marriage leave and maternity leave.

The population problem is one of the most serious problems for China to face. If you never come to China, you will never know how serious this problem can be. If you take a bus in China, especially in the central of a city, in order to get into a bus, waiting in the bus-stop more than half an hour is normal, because the traffic in too bad, and even a bus come to the bus-stop, you may have no chance to get into the bus for there are so many people waiting for the bus or there are too many people in the bus already. Besides, more people means more resource has to be used to support the education system, welfare system, and health care system in China. How to supply enough jobs for the people, how to cut down the fee of house so that more people can have a good living condition, all this problem can be bring in by the population problem. Imagining this, if there are not 15 billion people in China but 1.5 billion people in China, how wealthy the Chinese people can be. In order to reduce the population in China, there are all kinds of different measures being taken and “marry and procreate at a mature age” is just one of them..

"Marry and procreate at a mature age" can be trace to 2000 years ago in Qin Dynasty of China, However, at that time, the purpose of the idea is not to control the population, but it is considered that the child can be stronger and more health, if the people get married and procreate at an older year than normal. In modern China, “Marry and procreate at a mature age” is proposed in the 70s to control the population in China.

Obvious, One-Child police seems to be more effective, for in can reduce half of the people every turn. However, "Marry and procreate at a mature age" seems to be more reasonable, because it is just an encouragement but not a coercive measure.
